Assistance under the ESF 18 function consists of two components: donated goods and volunteer services. Donated goods consist of commodities provided by public and private sources donated at no cost. Volunteer services consist of assistance provided by personnel donated at no cost.
The mission of ESF 18 is to facilitate the delivery of donated goods and volunteer services to support relief efforts in disaster areas.
